Planning Applications

Planning Applications for Holwell Parish are notified to the Clerk. All the details are available online at the dorsetforyou website. A proforma is then circulated to Councillors who add their observations and comments. Councillors have agreed that their views be summarized by the Clerk and submitted to West Dorset District Council. In the case of a significant application being received, the Council will convene an additional meeting to discuss the application before forwarding its views to WDDC.

All applications can be viewed in full on the dorsetforyou website, where the views of the Parish Council and those of any other interested parties can also be seen. Any resident who is likely to be affected by an application may also make his/her own representation via the website.

                        16 October 2017 - WD/D/17/002516 - Agricultural building at Grid Ref 370273 110428, Pulham Road - Demolish and replace agricultural building. Prior approval is not required.

18 July 2017 - WD/D/17/001791 - Woodbridge Farm - Erect barn to provide storage for fodder and straw. Prior approval not required.

12 July 2017 - WD/D/17/001422 - Lower Piccadilly Farm - Conversion of attached barn and part of redundant pig pens into annexe. Holwell Parish Council has no objections to this application. Approved.

12 July 2017 - WD/D/17/001369 - Hill Street Farm, Stony Lane - Erection of essential agricultural worker's dwelling. Councillors support this application. Approved.

2 June 2017 - WD/D/17/001073 - Westbourne, Fosters Hill - Outline planning permission to demolish the existing dwelling and construction of 3 new dwellings. Holwell Parish Council does not support this application. Holwell does not have a defined development boundary and this application does not fall into the rural exception site category. It is considered over development of this site and none of the proposed properties is affordable. Hence the Parish Council objects to this application.  Refused.

10 March 2017 - WD/D/17/000436 - Cornford Hill Farm - Erect agricultural barn for housing livestock and storage of fodder. The Parish council would like to support a young farmer, in his ”growth” in agriculture, and in principle the investment in a barn is necessary to deliver that aim. It is unfortunate that there appears little information in a) a location plan of sufficient scale to see where the barn will be situated, with datum points, and b) if there is a traffic issue then there should be a traffic impact analysis to support the application, c) the variation of the footpath is not addressed, d) size calculation described, and so the council is split in its views, so unable to make a decision. Approved.

17 January 2017 - WD/D/17/000081 - Barn at Lower Elsworth. Erection of dwelling previously granted permission as a Class Q development (see WD/D/16/001200 below). Councillors understand the circumstances under which permission id being sought, and recognise that the plans are identical to those previously given permission under Class Q regulations. However the majority of members feel that as this is now a new build, only using some of the steel struts, it goes against current planning policy. Approved.

4 January 2017 - WD/D/16/002599 - Vale View Farm. Erection of a new building for use as a craft bakery with associated offices and storage, alterations to existing access, formation of service road and parking areas. Whilst Holwell Parish Councillors agree in principle to the development of this site, as they have not been provided with all the detailed information from the planners, they are unable to respond fully, and request further time to do so. They are also cognizant of the valid opinions of local residents which they believe must be taken into consideration. The Parish Council requests a site visit together with the outstanding information, in order to make a decision based on the full facts.  Approved.

4 January 2017 WD/D/16/002545 - Westrow House. Construction of a manege for equestrian use. Councillors have no objections to this application. Approved.

10 October 2016 WD/D/16/002059 - Watkins Farm. Change of use of agricultural building to a dwellinghouse & for associated operational developments. This is NOT a planning application as the development is automatically granted planning permission under Class Q of Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development)(England) Order 2015. Only comments on environmental issues were invited. Approved.

23 September 2016 - WD/D/16/001963 - Land at Crouch Hill Farm west of Crouch Lane, Holwell. Outline application for the erection of 1no. detached dwelling & 3no. low cost dwellings with off road parking and revised access. Councillors do not support this application. Holwell does not have a Defined Development Boundary and this does not fall into the category of a Rural Exception Site. Until the Holwell Neighbourhood Plan, currently in preparation, is complete, this application is premature and should therefore be refused.The need for low cost housing in Holwell, rather than the wider area, has not been established this point. Refused.

Appeal regarding land at Crouch Lane. 29 July 2016 - WD/D/16/001200 - Barn at Lower Elsworth, Crouch Lane. Change of use of agricultural building to a dwellinghouse (Class 3) & for associated operational development. This is NOT a planning application as the development is automatically granted planning permission under Class Q of Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development)(England) Order 2015. Only comments on environmental issues were invited. This is a revised design of Prior approval WD/D/15/001002. Approved

24 May 2016 - WD/D/16/001068 - Watkins Farm. Change of use of agricultural building to a single dwelling house and associated operational development. This is NOT a planning application as the development is automatically granted planning permission under Class Q of Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development)(England) Order 2015. Only comments on environmental issues were invited. Approved.

5 May 2016 - WD/D/15/002628 - Hintock Goldens, Gunville Road. Removal of garage/workshop and construction of a two storey extension. Councillors support this application. Approved.

19 April 2016 - Appeal against refusal to allow change of use of agricultural building to dwellinghouse (Use Class C3) and for associated operational development at Watkins Farm. Appeal to be heard on May 18th. The public may attend and at the discretion of the Inspector, express their views. Approved.

12 April 2016 - WD/D/16/000583 - Roseacre, Fosters Hill. Demolish existing bungalow. Replace with one two storey dwelling, 4 bedrooms and a double garage. Councillors support this application. Approved.

11 Jan.2016 - WD/D/15/002946 - Land adjacent Hill Street Farm, Stony Lane. Erect essential agricultural worker's dwelling. Councillors fully support this application, believing it to be totally justified and vital for the future of this farming business, as well as for the village and its economic wellbeing. Approved.

29 Oct.2015 - WD/D/15/002295 - Land adjacent Holwell Nursery School, Crouch Lane. Erection of 14 dwellins with associated access, parking and landscaping and the provision of 12 parking spaces for Holwell Nursery School. Plans are available to view on the dorsetforyou website. Following the 'Open Evening' and subsequent Parish Council meeting, the Council has submitted detailed objections to this application. 17 Aug. 2015 - WD/D/15/001709/10 - Little Westrow, Holwell Drove. Demolition of lean-to and garage. Erection of part two storey, part single storey rear extension. Internal alterations and part roof conversion with two dormer windows. Councillors fully support this application believing it to be a good, well thought out design in keeping with the traditional building. Approved.

21 July 2015 - WD/D/15/001570 - 1, Fosters Hill. Erect single storey extension. Automatically granted planning permission under Town and Country Planning (General Permitted Development)(England) Order 2015

9 June 2015 - WD/D/15/001110 - Woodbridge Farm, Peaceful Lane. Erect steel portal framed barn. Prior approval not required.

27 May 2015 - WD/D/15/001121 - 4 Fox's Close - Erect rear extension. Automatically granted planning permission under Town and Country Planning (General Permitted Development)(England) Order 2015.

11 May 2015 - WD/D/15/000816 - Naish Farm, Stony Lane - Change of use of the land to residential garden. Construction of a swimming pool for use incidental to Naish Farm House. Parish Council Response - The Council has no objections to this application. Approved.

27 April 2015 - WD/D/15/00840 - Land adjacent to Hill Street Farm - Outline application for erection of agricultural worker's dwelling. Parish Council Response - The Council gave strong unanimous support to this application. (Full details can be read on the dorsetforyou website). Refused.

19 March 2015 - WD/D/14/003299 - Hintock Goldens, Gunville Road - Removal of Garage/Workshop and construction of a two storey extension. Parish Council Response - The Council has no objections to this application with some members seeing it as a real improvement. Withdrawn.

18 December 2014 - WD/D/14/003223 - 2, Fox's Close - Erect single storey extension. Automatically granted planning permission under Town and Country Planning (General Permitted Development)(Amendment) (England) Order 2013.

18 December 2014 - WD/D/14/002980 - Random Harvest, Stony Lane. Replacement building for storage. Parish Council response - The Council has no objections to this application provided that the building is only for storage and not residential use. Approved.

This is NOT a planning application as the development is automatically granted planning permission under Class MB of Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development)(Amendment and Consequential Provisions)(England) Order 2014. Only comments on environmental issues were invited. Refused

30 September 2014 - WD/D/14/002345 – Bolderwood, Stony Lane. Install a single Axis Solar Array Tracker in the garden. In circulation. Withdrawn.

11 September 2014 - WD/D/14/002191 – Sandhills Farm. Change of use of agricultural building to 3 residential dwellings and for associated operational development. Not planning application. Development automatically granted PP under General Permitted Development of Town and Country Planning Act 2014. Parish Council comments invited on environmental effects. Parish Council observations - Some councillors felt that the middle of a working farm/contractor's business was not a suitable location for one, let alone three dwellings; and also that the photographs indicated that it was not being used for agricultural purposes, so did not qualify. Refused.


10 September 2014 - WD/D/14/001992 – Hill Street Farm. Erect essential agricultural worker’s dwelling. Parish Council's response - No objections in principle. Assuming agricultural tie is imposed, there is a measure of positive support for this development. Refused.

21 August 2014 - WD/D/14/002126 - Barn at Lower Elsworth, Crouch Lane - Change of use of agricultural barn to dwelling.  This is NOT a planning application as the development is automatically granted planning permission under Class MB of Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development)(Amendment and Consequential Provisions)(England) Order 2014. Only comments on environmental issues were invited. Parish Council's response - Concern over accuracy of the map on the website was expressed. One councillor highlighted the need to show details of the agricultural use of the barn, a qualifying requirement. 19 August 2014 - WD/D/14/001995 - Rails farm, Stock Hill Lane - Erection of polytunnel on a field adjacent to the residential curtilage and replacement of derelict agricultural building. Parish Council's response - No objections to this application. Can be view online at www.dorsetforyou.com  Approved.

13 August 2014 - WD/D/14/001954 - Old Cottage, Packers Hill - Remodelling and extension of conservatory and kitchen. Parish Council's response - No objections in principle, although some concern expressed over the impact on the adjoining Strawberry Cottage, of the new conservatory. 13 June 2014 - WD/D/14/001498 - Watkins Farm - Change of use of hay barn into a single dwelling. This is NOT a planning application as the development is automatically granted planning permission under Class MB of Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development)(Amendment and Consequential Provisions)(England) Order 2014. Only comments on environmental issues were invited. Parish Council's response - Whilst the Council has no comments on the specific issues in connection with this development, one councillor is of the opinion that the development does not meet the locational requirement of sustainability and should therefore be refused. Refused.

12 June 2014 - WD/D/14/000059 - Holwell Manor - 16 solar panels in 2 lines in field outside walled garden. Parish Council's response - Apart from noting that it is visually intrusive from the public footpath in close proximity, Holwell Parish Council has no objections to this application. Refused.
